The 28-75 and 70-180 are a well known budget combo for the z mount and are pretty damp good, you get most of the image quality of the top z glass but at a lower cost. I do prefer the 24-120 and 70-200 z personally but I shoot a lot and also use both for video work and they are a bit better as a dual purpose set of gear. When it comes to 24-120 f4, the lens is at its weakest spot at 120mm f4. If you are capturing landscapes using small apertures (f8 to f11 or f16), then 24-120 f4 is the better choice as corner and edge sharpness is weak between 24-45mm on 24-70 2.8g lens.
I now have the Z 24-120 and the Z 24-70 f2.8. Sold the Z 24-70 f4 after getting the Z 24-120 and finding I was not using the Z 24-70 f4. I think both the Z 24-120 and Z 24-70 f2.8 are very good to exceptional lenses. For general use, I tend to choose the Z 24-120.
